Effective Builds for a Low Res Wizard to Use in T Rifts
The first build is like Skyreign, but I’m using Bluster Bauble + Riftcarver. As long as you are running Spritespark, plus 2 of 4 of the following skills, you should maximize your damage: Arcane Torrent (Riftcarver), Ice Armor (Bluster Bauble), Meteor (Thunderous Applause), or Disintengrate (Crystalline Shadow, PC only).
Teleport (Crushing Weight) is a decent choice, but the cripplingly long cooldown is a liability without Spars of Energy.

The second build I’ve been preferring more of late is my PvP Shock build with highly spammable skills (2-3 charges). Thistlebloom sucks mob enemies into your kill zone. Vaetia / Astrum combo melt enemies both close and far. I use Fracture Footsteps to move quickily to tag elites that spawn. While having lower mobility due to lack of Spritespark, the build can deal higher damage at range and runs smoother.
I’ve dropped Teleport in this build for either Heart of the Storm (which is buffed by Vaetia) or Riftcarver with favorable results.
